Coweta County announces Internal Leadership Changes

Coweta County has announced several forthcoming leadership changes within the organization.
After more than 35 years of service with Coweta County, Associate Administrator Eddie Whitlock is retiring effective April 30, 2024. Throughout his career, Eddie has provided significant counsel, expertise and leadership across the organization that has directly benefited the community.
“Eddie’s extensive labors and positive impact will leave an incredible legacy on not only Coweta County Government but the community overall,” shares Administrator Michael Fouts. “Our team will greatly miss him, but we wish him the best in his well-deserved retirement.”
To help navigate this transition and better equip internal operations, Tod Handley will be promoted from Public Works Director to Public Works Administrator and Sandy Wisenbaker will transition from Solicitor General to Assistant Administrator.
“Tod and Sandy are both experienced, well-respected leaders who will be instrumental in implementing the policies enacted by the Board of Commissioners and managing day-to-day operations of Coweta County,” shares Administrator Michael Fouts. “I am thankful that the Board supported these recommendations and am thrilled to work more closely with Tod and Sandy.”
Tod Handley
In Tod’s new role as Public Work Administrator, he will continue to manage the Public Works divisions and will begin to oversee the Corrections Division.
Tod has worked for Coweta County for more than 20 years. He has a long-standing work history in transportation construction projects and engineering. Tod began his career with Coweta County as a Development Engineer in the former Development & Engineering department, overseeing construction of new subdivisions. During that time, he developed the Stormwater division and assisted with contracting transportation projects. He worked his way up to Assistant Director and was then promoted to Director of Public Works once the Transportation and Engineering divisions were reorganized and brought under one roof. Tod is a graduate of Georgia Tech and lives in Carroll County with his wife of 26 years, Olivia who works at the Carroll County Extension Office, and their two children, daughter Anna (23) who works in surety bonds in Atlanta and son Nate (20) who is pursuing a civil engineering degree from Georgia Tech.
“I am excited to serve in this new capacity and greater align goals for the Public Works and Corrections Division,” shares Tod. “This is the best job I’ve ever had and I’m excited to continue working for Coweta County.”
Sandy Wisenbaker
In Sandy’s new role as Assistant Administrator, the department director reporting structure will be reorganized to better support the County’s growing service demands. These adjustments to internal responsibilities will occur over time as operations are evaluated.
Sandy has worked for Coweta County for 20 years. She began her career as an Assistant Solicitor in the Solicitor’s Office and was promoted to Chief Assistant Solicitor in 2005. Sandy was then elected as the Solicitor General in 2012 and took office in 2013. Sandy has a long-standing work history in local government, serving Coweta County and prior to that the Northeastern Judicial Circuit. She has received several accolades throughout her career, including the 2019 Georgia Solicitor General of the Year and the 2010 Georgia Assistant Solicitor of the Year. Sandy is an avid cyclist and runner, completing two Ironman competitions, Race Across America and several other races and ultra-runs. She has previously served on state and local boards such as the State Bar Board of Governors, Chair of the Elections Committee of the State Bar of Georgia, Co-Chair of the Solace Committee of the State Bar of Georgia, the Newnan-Coweta Habitat for Humanity, Abby’s Angels and Friends of the LINC. She currently serves on the Chief Justices Commission on Professionalism, the Prosecuting Attorneys’ Council of Georgia, the Georgia Association of Solicitors-General and Bike Coweta. Sandy is a graduate of Valdosta State University and received her law degree from Mercer University. She has been married to her husband Todd of 26 years, who is an English teacher and tennis coach at Northgate High School. Together, they have two children: daughter Kate (21) who is graduating from the University of Georgia in May and son Dean (19) who is a freshman at Georgia College.
“I am excited about this next step and opportunity in my career,” shares Sandy. “I’m looking forward to helping our community in a new way, building up our employees and working on County operations beyond the court system.”
Amy Godfrey
As a result of Sandy’s transition, Chief Assistant Solicitor Amy Godfrey will perform the duties as an interim Solicitor General until a successor is appointed by the Governor or elected.
Amy began her career with the Coweta County Solicitor’s Office in 2006 as an Assistant Solicitor. She was promoted to Chief Assistant Solicitor in 2012, working closely with Sandy to develop and manage the office. She has received several accolades over the years including the 2022 Assistant Solicitor of the Year by the Prosecuting Attorneys Council of Georgia. Amy is a graduate of Charleston Southern University and received her law degree from the University of Georgia. After her husband completed his military service, Amy relocated to Georgia with him to be closer to his family. She and her husband Isaac have been married for 25 years and have three children who attend Coweta County Public Schools: Madeleine (12), Isabelle (10) and Ian (7). Over her 20 years in Coweta County, she has served on several local boards including the Coweta Community Foundation, Newnan Coweta Bar Association and the Coweta Domestic Violence Task Force.
“Based on my experience and service to Coweta County for 17 years, I am hopeful to be given the opportunity to take on the role of Solicitor General,” shares Amy. “I am passionate about continuing my career as a prosecutor to further help our community and keep it safe.”
